It's true that you cannot reduce fat in specific areas. But your body has its own roadmap of where it likes to store fat. Your roadmap says "put it around the middle". That's actually quite a common place for fat storage. When you reduce fat, it goes away from where it is, not from where it ain't. This means it will seem to reduce from exactly where it is most heavily stored.
Both diet and exercise have an effect on fat reduction. If you eat less fat, you'll not have so much extra to store. If you exercise to an aerobic level more often, you will burn more calories in general and more fat in particular.
Those low-carb diets are no different from other "miracle" diets. They just give you a plan to eat things you're not accustomed to eating. This can make you feel less inclined to eat a lot because your routine has been disrupted. But some people don't get disrupted and they eat the same number of calories as before the diet. This sounds like you. Also, low-carb means high-fat and high-protein. Excess protein is not easily stored by your body and it can lead to colon cancer.
In fact, we need a lot of carbs to give us the energy to exercise. If you reduce your carbs you may feel too tired to do enough exercise. Those first 20 minutes are just a warmup. You should do at least 30 minutes at each excercise session and your breathing should be quite heavy. It's better to exercise 40 minutes every other day than 20 minutes each day. Find more ways to exercise. Walk 20 minutes when you could drive 10 minutes.
Lifting weights will do almost nothing to loose fat although it can build your muscles. Running, swimming and climbing stairs will do quite a lot. Even walking fast is better than sitting on the couch.
Try to follow a healthy diet instead of a fad diet. A good example is the American Heart Association food pyramid. Foods that are bad for health are usually also the types that lead to excess calories and fat such as fatty meat, sodas and other sweet drinks (including fruit juice), sweetened coffee, milk, ice cream, candy, cake, pie, doughnuts, salad dressings, butter and fried foods. Keep a lot of celery and carrots around. Eat slices raw for a snack. Eat an apple a day and maybe a banana also. You'll have less room for unhealthful foods.
Don't worry so much about "quickly loosing weight". Stick with a good routine and you'll reach your goal in a couple of months. That's soon enough.

Just like you don't get to choose where the fat goes on, you don't get to choose where it comes off, short of liposuction.
Fat is stored calories/food/fuel. Burn more calories than your take in, the body uses up the fat.
Bravo on losing the pop, and the exercise, although 20 minutes isn't really enough to do anything.
One week is way too soon for any noticeable effects of diet or exercise.

sadly you can't spot reduce the weight will come off everywhere. Its not really exercise that reduces weight, diet does.
