How to convert a .JPG-file to a .PDF one?

Is there a quick and cheap way to convert a .JPG-file to a .PDF-file?
I have Adobe-reader but nothing else Adobe or PDF.

Sorry, I did not make this clear in my question. We're talking about a TEXT-document.

I use CutePDF writer. There's a free download at http://www.cutepdf.com/Products/CutePDF/writer.asp

It sets up like a printer. You simply print your document, select the CutePDF writer, you select the file name and it saves it as a PDF file.
