firstly know about the girl if she is write so why you waiting go and purpose her but if she is fleter don't purpose her because some time later she do same with you what she had done another boy. go talk with know about deeply

if u don't know that girl make a frndship 1st so that u can knw her pretty well. den u'll also come to knw whether dat guy was her frnd, b.frnd, etc. u'll knw her likes & dislikes as well. and now if she is of ur type go ahead & propose her. dis process can take a mnth hardly if u r gud at influencing others.

u saw her talking with another guy it does not mean that he should be her boyfriend...just go and express ur feelings to her..if she is already having a boyfriend she will say no but if she dosen't have boyfriend...then she'll definitely say yes..go yaar...don't waste ur time...she'll definitely understand ur feelings...go and get her...don't waste ur time...best of luck
