This is totally normal. All budgies at different times get these. They are new feathers developing. Because the feather covering on the head is less dense the are more noticeable.

These feathers are called PIN feathers. They look like the shape of the eye of a pin. Basically, a new feather comes in, and it has a hard shell around the feather to protect it until its strong enough to where it wont break or bleed. When a bird moults, this usually happens in big chunks. Below is a link for more info on PIN feathers and moulting.

When a feather grows, it starts inside of a case-- normally if they are housed with other budgies they will preen ( pull the cases off to allow feathers to grow) the others in places they cannot reach. Since budgies cannot preen their heads their owners must do it for them if they are not housed with a companion! All you have to do is pull the case off-- trying googling it for more specific instructions! =)

When feathers come in they are surrounded by a sheath that protects the vanes of the feathers until he vanes are mature.
Wait a few days to see if the sheath falls off.

He may just be growing new feathers, wait a while and see if feathers grow out of the quill.

If he is with another budgie there may be pecking going on. If alone - I don't know.
