Is there a free program or site where I can add sparkles, and effects to my photos?

You can visit the Adobe website and download the latest version of CS. It's a thirty day trial, but that should at least give you enough time to put a sparkle filter on your pictures and see how it looks. Elsewise, if you are taking your own pictures and are using a film camera, you can easily pick up a sparkle filter for your lense that will add sparkle for you. Try adobe.com. Good Luck!
