The key thing is notification to the Coast Guard that the boat went down and where it went down:

An EPIRB and raft with signalling devices for the boat. Survival suits (if water conditions warrant) or flotation for the fisherman. EACH fisherman should also have a strobe light on their flotation device.

I was a US Navy Rescue Swimmer for 10 years, and conducted 14 searches for men overboard or missing vessels... a human head in the water is VERY difficult to locate from the air or water... but a STROBE light, mirror, or other appropriate signalling device makes locating a survivor MUCH easier.

I've also been IN the water (in a raft) following a helo-crash... we sat in the lovely Pacific about 250 miles south of Hawaii for 4 hours (calm seas, warm water, and night time)... the ship was only 200 yards away and couldn't see us... until we turned on our stobe lights.
