The Qu'ran says unbelievers will be dealt with "equal measure" according to a question just posted. Is it the individual Muslim's responsibility, the Islamic state's, Allah's, or just everybody's job to deal with them?

it is everybody's job. a clearer explanation would be a nation leader, for example he's a muslim. among the people he led there non-muslims. so he must treat them all equally, they have the same right as other muslims in economy, education, job opportunity and freedom. their opinions are to be considered with the same measurement the muslims' opinions are considered.

It means they will be judged by God the same way the muslims are. If you did bad, hell, and if you did your best to live a good life and help others, regardless, you are going to heaven. That's what it means. It's about the Judgement Day.

You mean like in Iran where Jews, Christians and Bahais are persecuted for no other reason than that they are not Muslim?
