Hey, I've had fun with you for the past __________. After this time though I just don't think that we are meant to be anything more. I will always cherish what we had and will always remember (something that you did that was great or exciting). Don't do it through email. At least do it on the phone. But just do it. Tell him you just don't love him and you love someone else. Honestly is the best answer always!

Sit him down and tell him the truth. To his face. But stand by your words and dont crumble because his reactions. If you dont come at him in anger then he shouldnt react that way. And if he is hurt or not if you feel it is over then it is over.

sending a mail?...best done face to face and just be honest, tell him ya never meant to hurt him but, yer more interested in another....thats the only way

well... tell him how you feel about him... his positve sides & all then on the middle part, inform him that maybe things arent going well between the two of u and tell him how sorry u are for feeling such. maybe he'll understand u then
