i have just heard about this mobile weapons system used to destroy cruise missles, laser guided bombs, ballistic missles at medium ranges.does anyone know which country uses it or any more info on it?

The TOR-M1 is a short to medium range missile made by Russia. It has a maximum altitude of 20,000 feet (which makes it useless against ballistic missiles and US bombers).
It is claimed to be effective against cruise missiles - but remember that Russian SAMs historically have had poor performance in combat.
Its effectiveness against a laser-guided bomb would be marginal since it uses a proximity warhead and does not score 'direct hits' on its target. (Not only that but due to the relative cheapness of current US precision-guided weapons we would simply overwhelm the system with more targets than it can handle.)
