So that the customs officer has enough information (along with speaking to you) to make a decision on whether or not to let you into the county.

*They need to know your name
*nationality
*if you require a visa to enter the country or not (if you do they need to know the type of visa and how long it's good for)
*how long you are going to stay
*where you are going to stay while in country(or if you live there)
*why you came (business, tourist, student, or live there)
*where you came from
*if you are bringing a lot of money into the country
*if you are bringing many of the same item (it could potentially be resold and that is a crime)

All these things help the officers determine whether or not to let a person enter into the country.

to debark. it's so that the arrival country knows who you are, how long/where you'll be at, and to make you aware of some of the things that you need to declare and occasionally of funny laws (like the one for Taiwan makes you sign off that you are aware that drug smuggling carries a death penalty).
