i have printed copies of e mails from a female relative that state her husband has been beating her in front of their 4 year old child.She has also claimed to get out of the situation she may have to resort to violence against him(Iwon't mention specifically what she said,but it would land her in A LOT of trouble!) Who and where should this be reported to?

Yes,the female obviously wants to take no action legally that is, against the abuser as she has complained about this this many times to me via phone,email,ect..end suggested an act of extreme violence against him since she has"nothing to lose" ect..i suggested womens services,police,and she just says"theywill take my child away from me".I think they are both deranged and the child should be taken out of there.but who am i to say?.just looking for advice.

Report it to the police. Hearsay typically only applies in court and your emails can be validated if need be. However, on the self defense claim. Self defense is just that - it can not be premeditated. If she followed through with what she suggested she might have to and it went to court, her self defense plea would go right out the door. The best thing you can do for your relative and her baby is to report this to the local police department. Show them the emails and express your concern - they will listen.
An added tip would be to contact your local domestic violence shelter for some insight on this as well.

I would suggest you put in a "welfare check" request with the police department in the female's jurisdiction - have them check on her when she is safe to make statements without the male around. you might also consider getting child services involved, if the violence is occurring in front of small children and the mother is doing nothing to stop it.
most states have laws requiring that a victim make their own report before the police can arrest a suspect. since you are not the victim, the most you can do to be actively involved is to try to encourage your friend to talk to the various agencies. if she is unwilling to make those contacts herself, then you also have an option of notifying them.
it would be very sad thing, if you keep quiet and your friend ends up in legal trouble, or worse yet - badly HARMED or killed by the jerk using her as a punching bag!

The police, child services. Any violence she resorts to in self defense will be self defense, However I'm not sure what she mentioned would be considered self defense be cause I assume this is something she would so when he was sleeping or otherwise unconscious.
My suggestion for the family member is to take her child and get out of there. If there is no place for her to stay that she will be safe she can go to a women's shelter.

What if the abuser is a cop? Or in the military and a hot head who may kill her?
This should be reported to the local or national domestic abuse or violence hotline...anonymously.
Then, the local posse should round up the abuser and separate his testicles from the crotch and his neck from the lifeless body....that is called a good lynching.....100% American justice. And just like Emmett Till, no body will be charged, no one will go to jail...call it a freebie!

If you are worried maybe you should go to your local police station and tell them and ask what can be done about it seeing as how there is a child involved, child services may need to become involved as well but see the police first.

Only your female relative is entitled to complain to police or other concerned authorities.
If you try to complain on her behalf, then most likely you will be told to mind your own business. Police usually don't act on third party complaints by people who are not victims of any crime.

The victim is the proper party to file the case under the law. Thus, your relative is the only one who can validly file the case against her abusive husband.

She is the one who needs to be reporting this to the authorities if she is being beat, if she can send you emails about it she can report it to them, If she does something to him as you say she tells you she may-she will indeed get in trouble and your copied emails wont be able to help.
