You can start off by watching his actions. Does he get you sentimental gifts like flowers? Ask him what he thinks about marriage. If he says that he wants to find a woman to spend the rest of his life with or the like, he's probably a romantic. If a guy likes romantic movies of any kind, he's romantic. But overall, his actions will do the most to show you he's a romantic guy. It's harder to tell if you're not dating him, but friends and family or exes could tell you, too. One important note is that some guys are only romantic to their signifcant other. They might be tough on the outside but not once you get to know them.

My first date with you would for me to cook you a full 3-course dinner. I would play some slow jazz that we could dance to and we could watch a move of your choice from my DVD library.
I could also buy tickets to a concert, not tell you who were are going to see until we get into the venue.
I have been a romantic my entire life. I don't like dating women. I prefer to romance them and make them feel special. Knowing what women want makes those evenings absolutely wonderful and allows me to be very creative/

It's the little things, holding your hand, whispering in your ear etc and surprising you with a special dinner out or at home, flowers for no reason anything that makes you smile.

If he is random and creates a romantic dinner for you. Or brings you flowers.
