Like oversees, if you have their first and lat name with city, no specific home address, though, can they be arrested? Does online 'predating' count if the bad guy is talking with the underaged girl but she doesn't mind?

Here is a link to the FBI's website and specifically, their pages dealing with online predators. It has tips about what to do and who to contact to report the crimes. Remember, a minor cannot give consent in this instance, even if the minor initiated or encouraged the contact.

A "minor" cannot decide whether or not is okay or not. Can they be arrested? It depends on what country you are talking about. Most agencies (here in the U.S.) have websites where you can report activity that is illegal but not an emergency. Just look up the website for the local agency and see if you can report the crime there.

Most countries already have laws that penalize violations in the internet. Thus, an online predator can be tracked when there are complaints filed by users.

If you are dealing with a foreigner, you are suppose to call the FBI and report them. There is a special internet division specifically for this type of thing, including child pornography, within the FBI...

I am pretty sure that calling the feds is your best way to handle that.
