If you want something less complicated (and cheaper) than Photoshop you can try Visual Photo++ (http://www.lightsparkle.com/product_page.php?product_id=662 ).
If you want to enhance personal photos the best choice is Portrait Proffesional(http://www.lightsparkle.com/product_page.php?product_id=2345 ). It allows you to make anyone look great on a photo by you removing skin blemishes, spots, wrinkles, adjust lightning and even resculp the face to make it more beautifull.

well friend adobe photoshop and corel draw are two best softwares for the purpose but they are not free then there is also a nikon picture project software it is also a good software and it can be downloaded free from nikon site

You can try Adobe photoshop but is proprietary software ,If you want to try free and open source software you can try Gimp
