Most likely student visa. refugee is a long arduous process and much depends on where you claim the status.

Refugee from Japan is not very likely to succeed. However, providing the quota for ...say Malaysia isn't met, you have a chance.

As it pertains to the US: If you qualify for an F-1 student visa, it is highly unlikely you would be considered for refugee status, and if you qualify for refugee status, it is equally unlikely that you would be considered for F-1 status. If you are simply interested, hypothetically speaking, then refugee status has more benefits (financial assistance, Employment Authorization, etc.), but it is not something you get to choose for yourself.

Your question is not clear. Mainly, where do you intend to immigrate to? Each country has a different law.
