I am helping a freind design a tattoo, and I was wondering what the biggest concerns are in designing a tattoo, what are the most effective colors, etc.

Don't try to design a tattoo yourself.
Think of what you want, get some photos for references, and let the tattoo artist draw it up.
The reason is that you don't have experience designing something to be on a 3D rounded surface. You're drawing it on paper.
Colors, lines, even the layout looks different when put onto moving skin. You also might put too much detail into too small a place, actually I could go on for pages on the difference between designing something on paper and designing something for skin.

For Example: You might want a photo-realistic, actual-size dollar bill on your arm. It can't be done. And you probably don't know why.

Tattoo artists know what colors work, what layouts work for what parts of the body, etc. Chances are if you take your own design into a tattoo shop and say "give me this", they'll say "no, and here's why-". So don't waste your time. Have a tattoo artist design it.

Well, a tattoo isn't really about effective colours, or designs. A tattoo is something your friend is going to have on their body forever. So your friend needs to pick something that is special to their personality, or very meaning full to them. A thing to point out, is if your friend is a pot head, and wants a marijuana leaf, and ends up in rehab someday, that may be a bad tattoo to have. Have your friend think positive, and pick something that is going to brighten their day every time they see it, because it's something they'll see every day, for the rest of their life. It's best something like that effects them positively.

Something she will like and would not regret when she is older. And well colors depend on the tattoo and what she likes as far as colors. I have 3 tattoos and one is a totally different color then you would think but it looks good. Just be creative.

WELL IN MY OPINION THE DESIGN IS THE BIGGEST CONCERN, BECAUSE IT NEEDS TO BE SOMETHING THAT MEANS SOMETHING TO YOUR FRIEND. SHE'S GOING TO HAVE IT ON HER FOR THE REST OF HER LIFE. BUT FOR ME THE NEON COLORS ARE REALLY BECOMMING POPULAR, AND RIGHT NOW IM TRYING TO FIND OUT IF THERE'S AN INK WITH GLITTER IN IT. IT ALL DEPENDS ON YOUR FRIENDS TASTE AS WELL.

It depends on what you are designing but for lack of anything to go on: balance and symmetry.

You need to fully understand basic color, complementary color, and how to use color to give dimension to the piece.

And this all assumes you know where you are putting it.

1) Don't design yet another Tazmanian Devil or frickin' butterfly. Heck -- steer clear of ANYTHING that would be going on some chick's lower back.
