Tough to say. The best idea is given by the size of her parents. Are they the normal 10 lb variety, or some sort of giant looking bichon? Being the runt of the litter doesn't necessarily mean anything. A lot of times, this dog ends up being the largest as an adult -- probably due to the amount of love and extra food it gets from the owners!!
Generally, a small breed dog should reach it's adult weight by about 6 - 8 months of age. And, bichons should weight right around 10 lbs.
If your dog fails to gain weight at about a pound per month in her early months - or eats well but doesn't pick up much weight, then I would strongly recommend consulting your veterinarian. There are a couple of congenital diseases that I can think of where lack of weight gain is the primary symptom.

Good luck with the puppy and remember to keep her vaccines current. As the runt, she will be more susceptible to infections and disease because she probably received less colostrum after birth and a lower order in the nursing "pecking order"!!

Height: Dogs 9-12 inches (23-30cm.) B!tches 9-11 inches (23-28cm.)
Weight: 7-12 pounds (3-5kg.)
Being the runt doesn't have much to do with her size at maturity, unless there is an illness associated with her small size. The runt is usually just a less mature puppy than the others, as puppies can be as much as 8 days apart in age when born...runts usually catch up..

Being the runt of the litter has nothing to do with the size at maturity. Large and mid size Breed , as a general rule, do not reach their full maturity until around 3 to 4.5 years of age.Smaller breeds mature faster.
However this depends on the lineage from which they were bred.Take a look at both parents, If possible, this will give you a pretty fair ideal of your dog's size at maturity.

They should be 9-1/2 to 12 inches tall at adulthood and weigh between 10 and 18 pounds. They're great little dogs- even if she stays small, she'll be a wonderful pet.

no more then 10 to 15 and i think I'm quoting high. They're no toy but you can easily carry them anywhere they are light weight and only stand about less than 10 inches at shoulders. Yours being the runt may be smaller.
