If you use an optical mouse, it needs to have a good surface to work on like a mouse pad. A shiny surface can make the mouse go nuts. It also could have some dirt or somethign blocking the optical sensor.

If you have a standard mouse with a ball, you make need to clean the ball. Take the ball out and clean it with alchohol. Also clean the little wheels that are inside that the ball makes contact with. Those wheels build up a lot of crap. I usually scrub the crap off the wheels with a toothpick.
