Heaven will not be here on earth. This passage in the bible talks about it.
Revelation 21
The New Jerusalem
1Then I saw a new heaven and a new earth, for the first heaven and the first earth had passed away, and there was no longer any sea. 2I saw the Holy City, the new Jerusalem, coming down out of heaven from God, prepared as a bride beautifully dressed for her husband. 3And I heard a loud voice from the throne saying, "Now the dwelling of God is with men, and he will live with them. They will be his people, and God himself will be with them and be their God. 4He will wipe every tear from their eyes. There will be no more death or mourning or crying or pain, for the old order of things has passed away."

I belive that God can probably make that choice...this will never be come heaven until we are all on the same page. I mean everyone should be trying to help each other, instead of backstabbing or literally stabbing each other. We need to stop the major evils, like murder, corruption, basically stop taking advantage of your brother. It think people are so distant from god and there are the non beleivers...so I beleive heaven is where god is and only those who follow his word, like choosing to help rather thatn step on to your advantage, will go to heaven too.

God is in heaven right now, but He is coming to earth right after Christ prepares the way.

God declares in HIS Word ( aka "the Bible") that there will be a new heaven and a new earth. The millenial reign will be upon the new earth.

Where God is, it is NOT ON EARTH, the Universe is a very big place God made it all, not just earth....

Why care about heaven?
Live our life well on Earth here and now.
If mankind work together we can make a "heaven" here on Earth.

God is everywhere, and when we realise this, we are in heaven, whether on earth or no longer on earth.
