It's a scam used by collection agencys to get you to agree to pay a portion of the amount on the account.

Once you agree to it, your collecting statute of limitations (SOL) will be re-set. That could mean that if you are currently out of SOL, it will throw you back into the collecting SOL. If you are still within SOL right now, it will still re-set the collecting SOL for a longer period.

Either way it gives them the opportunity to sue you for the remaining balance.

Check your states collecting SOL.
