Oh... hey! That was the quote she gave right before we attacked Iraq in 1998! And the Clinton military did such a good job of degrading their ability to manufacture WMD that they weren't able to make any more by the time we invaded!

In response to some answers: how exactly did Bush influence her speech a full two years before he was even elected?

It looks like the democrats have changed their minds, and while that's fine, it's not okay that they're blaming the President for what they decided years ago. It's no one's fault but her own if she made an uninformed decision during the Clinton administration.

Also, when Clinton signed the Iraq Liberation Bill, I'm pretty sure he had no intention of actually following through with it. He was too busy trying to set up for a smooth transition with Gore.

Neither. No one disputes Saddam's history. What we dispute is Bush's rush and failure to listen to the UN inspectors. They ask him for 6 more months after Saddam had opened up previous off-limit places to them. I suspect you don't want truth though...
