Because the person they are searching could have been exposed to any number of infectious diseases. It's the same reason any one in the health care profession puts on gloves before they start touching a patient.

The officers wear ( normally black) protective gloves, they have some with special linings that will protect against sticks.
Often there are needles, knives, and crack pipes. These can hurt and also have a very high HIV risk.
