As remarked above, they happen for the same reasons as goose pimples. When you are cold, the body shuttles blood from the capillaries to deeper in the body to conserve heat. This is accompanied by muscle contractions which tighten the skin in general, and cause the skin to pucker slightly - and you notice it most near the base of the tiny hairs. When you are hot, the body dilates the blood vessels to give off heat, causing them to get a bit puffier and bigger. Tissue in the body slightly puffs as a result. The entire birthday suit works this way.

Every organ in our body remains normal at a certain temperature. When temperature rises the organ tends to get away from body & it will expand to raise the it's surface area to loose heat faster that is swell. Cold it comes closer to body to take warmness from body.

cold causes anything to shrink or contract, except water and alcohol.
heat makes things expand or relax.

Different principle than cold chills. cold chills happen because it raises the hair follicles on the arm, trapping air between the hairs, therefore retaining heat.

It happens to everyone. It's the same principle as goose pimples when you are cold.
