Temp is mostly just a folder for holding temporary stuff your computer generates on a continuing basis. I use it for saving downloaded stuff that I would only need once. If I want to keep it, I would move it to another folder.
C:\temp is different from ...\Local Settings\Temp.
The latter is mostly used for temp files produced by applications.
Feel free to clean them out on a regular basis. That will keep your computer running faster.

The Window temp will be 25 degree and good for avoid sun light directly

temp is just short for temporary files. thats the place where windows stores data from a website or word document.
so like when you click the back button on your browser the page doesn't reload windows grabs it from the temp folder.

it's a note that is required by the computer to easily read or access the programs or any other type which the windows uses
so that it can remember the state of each programs....

temp is used for writing strings and other programmes , that is all and it vanishes once the work is done, no more storing in ram , catch etc

I think that it's a good place to put your "adult" videos. That way when your mommy gets onto your computer she thinks that there really nothing important. But really they make you oh so happy.
