I want to do my walls in the stucco look, then do a faux finish over it. Do I apply a smooth coat of texture, then a second coat and apply a trowel to it?

No scratch coat is necessary if you use drywall mud.
The plus side of using drywall compound is the price, it's MUCH less than an italian plaster.
The down side is that it will chip very easily on your walls.l

If you decide to use drywall mud, all you need to do is roll it on your walls and smooth it down, in arch movements. You can even "pop" it with the trowel to create more depth and indentations.
Then base coat it with your paint, let that dry 24 hours.
Apply your glaze.

Voila, you've just created a French Country Italian Plaster in a 30 second lesson......:-)

you can get the look you are looking for ,without applying a base texture coat, just paint the wall the color ,about 1/2 to one shade darker than you want the final look to be , then go to a faux painting store and get some bellisimo plaster, trowel on thefirst coat of bellisimo,covering approx 90 % of the base coat,let that dry for 4 hrs, and applt another bellisimo coat, this time covering 70% of the surface, again let it dry ,and apply the third and final coat ,this time only cover about 30 to 50% of the surface, always trowel in a random pattern on each coat, let the third coat dry and then rub it down with cheesecloth to give you the layered stucco look, you should buy the bellisimo in the color yo want for your final look or approx 1 shade lighter than your base paint coat.
