No. Avoiding service in and of itself isn't what makes a chickenhawk. What makes a chickenhawk is avoiding service WHILE cheering on a war that you are eligible to fight in but find a way not to. Supporting the war is the "hawk" part, avoiding it is the "chicken" part. Clinton was a chickendove.
