No, he may have partially digested blood, or if he has a bowel obstruction, it could be partially digested food which has actually made it through part of the intestines. Take him to the vet.

More likely internal bleeding.
If an animal (or person) is bleeding internally into their digestive tract, the blood is digested and if vomited can look like loose stool.
Take him to the vet ASAP!

Get some activated charcoal into him ASAP and consult a vet. Ruminants do not normally throw up unless they have eaten something poisonous.
