The only time you rasterize in photoshop is when you are drawing a vector shape; other than that you simply don't need to.

I have never rasterized a text layer even though the option is there to do so. Once rasterized, your text is no longer editable and if your client hauls off and changes their mind on what is there you start at the beginning.

With vector shapes, you rasterize, simply because they are vector shapes and photoshop is a raster (bitmap) program.

Photoshop is designed to work with raster images. If you want to work with vector / non-raster images, you can try Illustrator.

You rasterize type in Photoshop because most designers are not smart enough to include the fonts when they send the job off to the printer.
