With $120/mo you can do plenty. Don't underestimate the power of color. Paint your walls! Vibrant colors that are not trendy - eg. lime green. Yellow works best in living spaces as it brightens rooms and will go with pretty much any decor.
Go to yard/garage sales and pick up pieces of furniture you can transform. I picked up an old steamer trunk for about $30 - after a coat of Murphy's Oil it looked brand new - and with a few modifications (I installed some slow lowering hinges) it's now my kids' toy chest.
You don't want to go spending the money on remodeling the house, since you are renting - and basically you won't get it back.

I saw this idea the other day and I thought it was so cute. It was three different sized painted dots and each size was a different color.
largest = black
medium = bright pink
small = bright yellow
They were organized on the wall in clumps and individually all above a chair rail height (36") of an alternate bold colored stripe (red) all around the room. Good luck!

Appliques. These great wall stickers (some are stickers, some are like pre-pasted wallpaper...) come in a WIDE variety of styles, and are just plain fun to work with. And, they don't usually cost all that much.
You can buy "Faux windows" (the country scenes windows are my favorite), cover your wall in dancing frogs, Make an entire wall into a forest.... They are GREAT.
I've included a few fun links that give an idea of what's out there, but there's tons of them. Lots of fun.
Oh, yeah, and since someone mentioned using wax... You can use gold leaf wax (from most hobby stores) on most wood surfaces like window frames to give a slight antique gold look. I personally like the subtle shine.

Start at the thrift store find a focal point and go crazy around it! Colors of the walls can reflect from it, and trust me you will know it when you see it! Dont be dissappointed if you dont find it on your first trip it make take a few it may not. But looking for unusual good ideas it a real neat adventure Enjoy! P S ask around find out where the good thrift stores are people know!

Go to your local hardware store, get to the lighting/electrical department. ask for a flasher.
It should cost around $1.00US. It's a small disk that you can place between a light bulb and it's socket. When installed, it will cause the lights to flash. Then get colored lights, and presto-chango..You have the best discotheque this side of wherever you're from!(stereo not included)

COLOR COLOR COLOR!!! Use plenty of color.... paint is the least expensive way to go! Also, buying a bed in a bag is an excellent way to save money. A bed in a bag includes everything you need for your bed & has a flat sheet you can sew into a curtain or two, depending on the size of your windows.
Start w/one idea, such as picking out your bedding & then go from there...... take your time & enjoy!!!

try painting with three different colors of the same shade with a strip of white in the middle amd put in some projects of your own in there like a pianting or homemade items like pillows or flower arrangements ( if you like that type of stuff) Michael's have stuff for cheap that you can decorate with and you can use the coupons that thye pass out in the papers once in a while

When I moved last year I had a lot of Marti Gras items, beads, pictures, posters. I ended up with a Marti gras room that everyone loves!! Defiantly a theme room. It is my guest room.

Watch HGTV. They have tons of ideas that cost nearly nothing. Also garage sales and thrift stores have many treasures just waiting to be found.

you could do some faux finishes on your walls, you could create some art, buy some canvises and some acrylic paint and go nuts, don't think too much about it while you are doing it.
