I'm not a mom, but I have talked with younger teens about this at my youth group back home.

It's a really difficult topic because some teens feel like doing this is a form of venting and periodical release whether or not they get enough physical activity. Other teens on the other hand don't care for it once they find out what it is to experience it since some find it gross and others find it pointless.

If you really don't want your teen doing this, tell him that it's comparable to murder because of how it destroys the potential for life. As Christians, part of life is giving God the benefit of the doubt and although we don't know specifically where life actually begins nor when its components become fully activated, we need to show God that we have faith and believe in what's stated in scripture. Also, I found it easier to talk about this if you consider abstinence as well RIGHT AWAY. Some teens want to know if they ever get a chance to enjoy themselves like other kids, but you have to insist on him being mature in addition to being faithful knowing that although others may engage in sinful behavior, it doesn't make it right. From here you can talk about how life on Earth is a testing ground for going into Heaven and that by refusing to sin, he not only gains God's favor, but builds character as well.
