I think he's liked you for some time but now that he has a girlfriend just wants to tease you or play around for a bit... I say stick true to what your beliefs are (whatever they may be) but don't mess up his relationship. Because imagine if you were that guy's girlfriend and his friend( who is a girl) started flirting with him and messing up his relationship??????
So, if you're not feeling him then just confront him about it or something.
