They sure do! Just like you cats, dogs, horses, and giraffes are all placental mammals. Placental mammals develop inside their mother. Nutrients, oxygen, and wastes are exchanged between the developing embryo and the mother through a placenta. An umbilical cord connects the embryo to the placenta. The navel or belly button is where the umbilical cord was attatched to the young placental mammal. So even though you may not notice it unless you look very carefully, dogs and cats do, indeed, have belly buttons.
Did you know the time it takes placental mammals to develop inside their mother varies? It takes about 20 days for a hamster to develop and about 20 months for an elephant to develop!

They do-
"Since mammals give birth to live young, they share in common the process of developing inside their mother. This, by necessity, requires a connection between the mother and the baby for the passing of nourishment, oxygen and clearing away waste. Dogs and cats are no different. Although each is born in a fluid-filled sac, it is still connected to its mother's placenta by an umbilical cord. In fact, a mother dog will bite and break each puppy's umbilical cord right after birth. Soon, just like us, all that's left is a scar.

Puppies don't have obvious belly buttons for a few reasons. The size of their umbilical cord is small. Sustaining a human baby requires a bigger umbilical cord, hence a bigger scar. A puppy's scar heals into a small slit rather than a round hole. And the area is quickly covered with fur, making detection more difficult. So next time your dog is taking a snooze on her back, take a look. With some investigation, you'll find its belly button."

If you have ever seen a newborn puppy they do have a cord and if you look at some dogs you can see a pinkish spot where it was attached. We had a dog that had puppies when i was younger and I remember watching the mom chew the cord and eat the sac and everything and there was still something hanging from the belly my dad said was from the "cord" and later I seen a pink spot when that fell off.

The umbilicus (commonly called a navel, or belly button) is a scar caused when the umbilical cord of a newborn baby is removed. It appears on all placental mammals;and though it is obvious on humans, on most other mammals, including dogs, it appears as a thin hairless line.
There you go

For all mammals a belly button is the result of the removal of the umbilical cord. The way it was attached to the mother's uterus that supplied nourishment and blood flow.

If you look really closely on a pink puppy belly, they actually do. Its not an actual belly button, its more like a flat lil nub. I didn't know they did until I was examining my pup.

They do. It is just much smaller than ours and doesn't make an indentation.

Look really hard at their lower abdomen. You will see what looks like a tiny little pinkish scar. That's it.
