usb will not work (usually) until windows loads. There are a few board can can work with usb keyboards, but it's according to how old or new it is. use a ps2 keyboard. As for system recovery and settings, it might be saying more then that, like corrupted files found or something similar? or saying safe mode or normal mode in a menu? At worse, you might need to format and reload windows.

System Recovery usually requires a insertion of a system restore disc that typically comes with a store bought PC such as a HP or Dell. If you do not have this disc you will have to manually reinstall an operating system. The keyboard may not seem to work because your not exactly in the O/S (assuming im reading your question right) and only certain keys boot into the BIOS on startup. The most common key to press is DELETE or F10. That should work, if you have anymore questions or reaffirmation feel free to email me through my profile. Hoped this helped.

if the computer as been sitting in the garage for months, over winter, what you should have done is bring it in the house and left it to warm up for 48 hours, this would have dried out any condensation in the system....

now, make sure you plugged in the keyboard in the right hole,
and the mouse in the right hole
what could have happened is the bios battery could be flat there by losing the systems setup. you will have to go into the bios setting and set the to failsafe the save the settings then try to boot the system again

get back to me when you have done the above

Does the computer successfully boot up? If it does. Once you full boot up the comp. Go to My computers and right click. It should show you a menu. Select properties. then go to hardware > Device manager > and expand the keyboard option. right click on the keyboard setting and click uninstall. and the press okay. After that go down to USBs option. Expand it and right click and uninstall each of the usb's. Then turn of yoru comp. unplug the power cable for 10 secs. plug it back in. turn it on and it should work.

You could do one of the above or you could buy a PS/2 keyboard or buy a new USB 2.0 expansion card to go inside of your computer. Both options are inexpensive and easy to do.

The CMOS battery has probably gone dead in it. Replace battery and retest.

Once the battery is replaced, enter all values back into CMOS or set the values back to the default settings if available. If you were unable to write down these settings before replacing the CMOS battery you may need to contact your computer manufacturer for the proper values.
