Children are placed in Foster Homes through the state programs. You need to contact your local Dept of Family Services and they will direct you. I hope these are not your own children you are seeking to place with perfect strangers. It sounds as though you may need help with disciplining them. Children today are VERY difficult to raise, more than ever before. They're exposed to so much and things most shouldn't be really... Please try and find help through all the government agencies (at least they're free) and in talking to the social workers, they may direct you to better help for you and your family. If they're your own children you're responsible for them. Child Protective Services won't relocate kids unless there's abuse.
