Where do some of these Questions originate from ? Do you know what a "Blue Placard" is for ? The Americans with Disabilities Act made such facilities MANDATORY in1991. So using a public bathroom doe not violate any statute that I know of.

Because cops don't check to see if you're using the handicap toilets :P, but in truth you aren't supposed to used the handicapped toilets.

because noone is going to come in the stall while your pants are down to see if you are handicapped!

Because urinating in public is a crime... lesser of two evils. (Seriously, though, I use them because I'm prone to getting light-headed when standing up... low blood pressure and such.)
