I think once you fill our your fafsa your school financial aid office determines if you are eligible and for how much. I say this speaking from my experience, I did not apply for a pell grant I just filled out my fafsa and was awarded a pell grant based on the fact that I had financial need for it.
I do know that they are based on need. I didn't fill out an application specifically for a pell grant though so there must not be one.
