Orange/yellow stuff on scrotom hair?

Question

its an offcolored orangeish yellow Film growing up the hair folicle and also adds slightly to thickness of the hair like a coating. the folicle then becomes easy to pull out. i belive it may be a fungus

can anyone tell me an exact name of a product i can buy at wal-mart or walgreens to help me get rid of this?

For sweat fungus use Athletes Foot Medicine
Tolfinate is the inexpensive kind and works just as well as the expensive ones. Or any name brand A.F.Medicine
If it is a sweat fungus this will work
