average in weight and height (if that helps)

is 15 pound dumbells with 6 sets of 20 reps with 1-2 minute rest too little or too much or okay?

you can go to school after its over and go to your weight room .The guys your age are in sports like baseball and you can work out with them the coaches have the list hanging what to do.Its free and if you dont have the money to play a sport ask for a scholarship to be able to play one .

I've always been taught that if you can do more than 10 reps on your first set, you're not using enough weight. Following your pattern, I'm not sure if you'll see a lot of progress.
The biggest thing to remember when weight training is to go to exhaustion; this means find a weight that you can barely do the last rep on your own. You can see why it's important to have a spotter! If you really want to push yourself, do 2 more reps with your spotter's help after you're unable to lift the weight on your own.
High weight and low reps (3-5/set) builds size and strength, and low weight, high reps (6-10/set) builds endurance and cutness (the little lines in the muscle). I usually do 3 sets of an exercise; if you go to exhaustion each set, that should be enough.
Whatever routine you decide on, make sure you eat plenty of protein. Without it, you'll still get strong, but much slower than with it, and you won't see any change in size. Eat at least 1 gram for each pound you weigh every day.
Also, make sure you get enough rest. Your muscles grow when you're resting; if you constantly work out you'll overtrain yourself and feel like crap, plus see no progress.

I would start with 8 lbs weights 3 sets of 12 reps
many different exercises
3- 4 times a week ( with a day off in between )
gradually increasing the wts
too much too soon can injure yourself, causing intense pain that will discourage you from continuing with the lifting

to tone you use a lower weight with more reps

You are on the right track, to get toned you should do light weight but many reps/sets. For triceps do a lot of pushups, and same for abs, but incorporate crunches, bicycle crunches, etc. Also do some sprints.
