Depends on the girl. Is she into sports? Fashion? Music? Maybe one of these ideas will help you find the inspiration:
Sports -- if she's a baseball player, a card shaped like a hot dog holding tickets to a game and a gift certificate for lunch or dinner at the game. If there's a "farm team" (i.e., not a class "A" team like the Red Sox, but a "B" team that grooms players for major leagues, like the Arizona Diamondbacks), this can be affordable, and fun.
Fashion - a gift certificate to take her to a beading class at the local beading shop.
Music -- gift cert to take her to a local coffee house or restaurant when there's live music scheduled, or a trip to the music store to pick out sheet music, if she plays.
The biggest gift is always time and attention. Lunch out at a "grownup" restaurant and a sympathetic listener can be a great gift. Good luck!

Why not take her out to volunteer somewhere for the day, perhaps a homeless shelter or a soup kitchen. She may get a peek at the real world and not be such a commercially hypnotized consumer of material goodies that nobody really needs.

In all honesty, that isn't enough information to decide what she wants. She isn't defined by her age. What does she like? What are her hobbies? What does she take in school? Has she said anything about what she wants? You can always ask what she wants and have a whole list. That way, she gets something she wants but it will still be a surprise because she won't know what from the list she is getting.

Well if you have money get her a digital camera so she can get into the hobby of photography that's always fun for a teen.
