YES, definitely. You either record back over them, or buy a degausser and wipe them that way. I prefer the degausser.
Anytime you record over other material, there is a tiny bit of dropout, after 10 to 15 times, you will notice this.

Yes. You can reused the tapes or shoot over bad scenes.
THERE IS STILL a recovery time, so expect the first 3 seconds to lack the quality of the rest of the shot.
You can also reuse Hard Drive camcorders
DVD using RW and RAM disks
However the RW and RAM disks have a poor playback track record in most DVD players.
YOu can also erase Digital 8.

Yes, but as you re-record over the tape, quality will eventually degrade, although I haven't noticed any difference when I re-recorded 10 times (but that was on parts of the tape, not the whole thing). I have seen cases from other people where there are drop-outs, so if you're planning on shooting a wedding or a graduation for example, fresh tapes are a good bet. Otherwise, just re-record and save some green. Hope this helps!

After importing the video to the computer, you could edit out the parts which you do no longer pick. Doing it in digital camera you could could rewind to the spot which you do no longer pick and record over it, this form you could finally end up recording over a element which you somewhat pick on your video.
