Well just give him a bath first to get rid of dirt an oil that could be bothering him. But use baby shampoo bc its sensitive, and its makes them softer an smell better too =]
And then take some baby dipar rash cream (look for a natural, or sensitive, if not reg should be fine) and rub it on once and a while but make sure hes not eating it, if hes still getting to it , tie him with his head up for a few minutes to where he cant get to behind, and then wipe some off if you think he will deffinatly get to it and eat it. and that should work. But if it gets worse, or wont go away, take him to a vet, bc he may need antibiotcs.
