a house with about 1500sf at ground floor, 1200sf upper floor.
two units(5rooms 2 bedroom and 8rooms 5 bedroom) side by side.
currently has steam heating with oil boiler.
should it be a DIY project or a work by a licensed plumber?
any suggestion will be welcomed.

I would check with a HVAC contractor. There are so many different types available now, he would have more knowledge of them and how they operate.
Personally, I like the ones that have a boiler and the hot water goes to a manifold which has solenoids for each room and is controlled by a thermostat in each room. That way, people can control their own temp in the bedrooms. I believe they use baseboard registers throughout the house. Good luck
