In order to apply for a tourist visa at the Naturalization and Immigration Department in Dubai your sponsor will require your date of arrival, flight details, and a photocopy of the first pages of your passport, which should be valid for at least 3 months. Your sponsor also need a salary certificate of his company showing he earns not less than Dhs 4000 per month(in arabic). Processing time: maximum 7 work days, cost: Dhs 100.
Once your visa application is approved it has to be deposited with the Immigration Center at Dubai Airport at least 1 hour prior your arrival. Charges: Dhs 10
Please note that your airline might require evidence (e.g. a photocopy) before depature that a valid visa awaits you on arrival (depends on your nationality)
As long as your stay in Dubai will not be longer than your sponser's residence visa is valid you'll be fine.

@Lex: all things you mentioned are not necessary! That are rules for people from 3rd world countries coming to the USA.
UAE: no invitation letter, no copy of bank account etc. Just salary certificate of sponsor, copy of both passports and return ticket. That's it.

Step one: gather the documents that proove your intentions are for visitation only.
Try to show that: You have a job (or not...) in the USA
You have property,
You have enough money
(etc, just basically show you have no reason of hardship to want to run to the middle east...)
Show your friend is there legally, and will be able to support you throughout your stay without having to burden the government.
His bank accounts, visa number, employment/payment slips and so forth
He should take this all to his local immigrations officials and have it certified, then with all this information, YOU go to the embassy/consulate closest to you.
Having proven your intentions, there will be no reason why they shouldnt issue you a visa.
Please note: "visit me please, from .. to .. passport number ..." printed out on your home printer and signed is not enough (for most countries). Rather be safe than sorry, get things certified.
