It could mean, that
A.) he just wants to be good friends with you
B.) he doesn't like you and doesn't want to hurt your feelings
or C.) he likes you, but until whatever is in the way from getting him to take you out is out of the way, then you 2 will just stay friends.

sorry to say this but he doesnt fancy you :( I would just go with the flow and maybe he will turn out to like you in the very end. Dont bug the person about it or they might think you are too sensetive and not like you at all.

Actually it's usually just an excuse to stop dating you.
And sometimes means they just really want to be your friend instead of lover, its rather common.
