My friend has to leave America in 2 years to go the the military. He told me that his parents paid around $100,000 for him and another $100,000 for his brother to leave Singapore and if they do not return to go the military the government will keep it, but when they fulfill their time in the army they get that money back.

His parents want him to go to the military so they can get that money back, but I want him to stay. I was wondering if someone could tell me the exact figure of this collateral is, because I want to raise enough money so he can stay in America and not leave.

But they have an option.

They can either chose to send them to go to the military, and his parents will get their 100,000 back, or they don't have to go, but the government gets to keep their money.

Oh, and I forgot to mention his uncle is like Vice President or something :|

Singapore has universal military conscription. I'm not aware of any way to buy yourself out.

Military conscription is no so bad as you think. You can escape combat vocation by being a pain in the butt. So long there are doctors certificate they cannot force you to doing anything deem harmful. The tough part is the 3 month basic course. The rest is just lying in bunks and waiting to check out of camp. No point being a fugitive and losing 100,000 dollars bond.

dear do not try to mess with the Singapore government and change things around regarding the "deal" your friend's parents made with them.

according to the Singapore government the deal is already done and your friends are already commited to the military.
