I have a 1999 ford lightning, I live in california. I want to know if any body know, if i could boost up my horsepower or add a chip to gain more power?

Why don`t you tune the charger to give you more boost!
Just add on some smaller and lighter drive pullies!
and then you can do the chip as well!

YES. Just subscribe to or look up back issues to Muscle Mustangs and Fast Fords. They have done tons of stories on adding horsepower, they have a project vehicle that runs 9's in the quarter mile, and the issues contain lots of advertisers to support your needs.

Bring it to shop that deals with tunning.on a chassis dyno SCT is a very good programming set up there is also others.You can buy your own programmer but if you don,t know what to do it,s useless..there must be shops in California that do this..

Yes you can change pulley size to get more boost. You might contact Roush for more Ideas, they mod the 5.4 all the time.

Your best bet would be to get a smaller pulley with a tune.
