Well this guy has been flirting with me for a while now and then yesterday out of the blue infront of everybody he goes and says,"I LOVE YOU!". Dose he or dosen't he. PS. I am 13 and he is 14.

He doesn't love you. He doesn't know what love is and neither do you.

He could, and he could not. Its hard to say. I would just be cool about it and go with the flow but watch his actions, like is he flirting with other girls. Or did he just say it to get attention. The thing is your both so young and you have lots of time still. Just remember boys will tell you anything to get in your pants, so just listen to your heart and gut feeling and follow it instead. Hope this helped and I wish you luck. Even if it does not work out there are still plenty more fish in the sea. Trust me it takes a long time to find a good one too. Espically if your picky like me, cuz I only date cowboys at the moment. = )
Also remebr you are a teenager and all teenagers hormones are raging at this way and want to experiment so be careful.

Children these days... what do you think? DO you feel like he meant it, or do you feel like he was being a goof ball and trying to make everyone laugh. None of us were there, so I am sure that this is something you are going to have to come up with an answer to all on you own, because we can't tell you if he was sincere, or not. Only your heart can tell you that, or him, ask him tomorrow.

prob. not maybe its a love you like a friend/sis. love doesn't mean actual love in middle school (most the time, but there are those special cases of real love)i'm 16 and all my friends/people i talk to, tell each other we love em' but most the time its not real love just love like a friend.

No, he doesn't really. He may think he does. At that age saying "I love you" is something he probably thinks he should say.
The older you get the more you learn what those 3 words really mean.

depends on how he said it. this one guy i like, ( i'm 13 too) he would always joke around sayin things like " i love you" and then he like, asked me out, and i didn't know if he was joking or not, and i was like... " haha, yeah, OFCOURSE." and my friend told him i was joking, and idk if he was bummed or just joking also. and i think you should just like, keep flirting or whatever, and wait till he asks you out... sorry i'm not much help. i've just been in the experience. but what i did didn't work out to well, so when he asks you out, say yes lol. and also he doesn't " love" you. he just has a crush...

It's probibly not true, he's probibly just a horny little teen who just wants some, just be friends, and if it goes any farther than you'll be able to tell, he probibly doesn't "love" you, he just likes you a lot. good luck with that one!
