Is it working out one muscle group without letting it recover? Is it working out every day (working out a different muscle group every day, letting each fully recover and the some, but nonetheless working out 7 days a week )?

Can I overtrain if I work out each muscle group hard once a week, 5 days a week? (i.e. Monday - Chest & Biceps; Tue - Abs; Wed - Shoulders, etc.)

overtraining or overreaching comes from not allowing the CNS to recover from high intensity training, not from the muscles not recovering. it takes a long period of time to cause this. it's very hard for newbies to resistance training to cause CNS burnout

Everyone is different and what is over training for one, is a normal workout routine for another. If you feel fatigue and like you are not getting results from your training then you may be over training. Its important to understand that muscles actually need both the stress of exercise AND the recovery time afterwards to improve and strengthen etc. Recovery time may differ between people so it is impossible to know if you routine would be over training, but at a guess I would say no. Doing different body parts on different days is good. As is having two rest days. Let your body be your guide and if you feel like having an extra rest day do it, it won't harm your training and you may even feel stronger because of it.
