What do you mean, when should they be activated? If a person has collapsed, is not breathing, is not responsive, has no pulse, is choking and the obstruction cannot be removed, if there is an accident with injury involved, if someone is bleeding profusely, if someone is complaining of chest pain or extreme shortness of breath, etc., etc. .
If you're referring to BCLS, EMS should be activated immediately with an adult, and after a minute of CPR for a child or infant.

it should be activated during a real emergency. meaning when someone has to get to the hospital right away. it should not be activated for a broken bone unless its the back or neck or skell or if other injuries might be present. it should not be activated for a bump unless its the head and the person is going in and out if conusions. it should not be activated for a cut unless its bleeding uncontrolly. it should not be activated for a burn unless it covers about 20% of a childs body or 40% of an adluts body.
it can be activated by calling 9-1-1 or your local fire department. when in doubt call teh fire dept non emergency number or your local hospital they would tell you if its a ture emergency.
lastly EMS not a cab. just because you are sick and cant get to yuor doctor dont call them and have them take you to the hospital. by doing that you are wasting the EMTs (emergency medical techines) time and services.
i know you asked when it should be activated but its easy to tell when it shouldnt so that why i told you what i did

in what sense do you mean those initials have a lot of meanings. Like:
Emergency Medical service - which is an ambulance service and should be activated when you have an emergency at your house or you get into an accident or any time there is a true emergency. it is not always an Ambulance it is also your local Fire department, or your police.
Eastern Maine Sports- which is a sporting goods store in Maine.
those are just a few i hope this is the one that you mean.
there is also and EMT
which stands for:
Emergency Medical Technician - the person who comes on the ambulance when you get hurt.

Emergency Medical Services. In other words the first aid squad. It should be activated when ever a persons condition is more serious than you can handle. Should only be used during a real emergency.
