To get the point as quick as possible, my fiance is a Japanese woman who I've known for about 4 years now. We've had, obviously, a long distance relationship and have traveled back and forth as often as possible to see each other. We've decided that we want to be together and get married. However, I've heard that it's illegal to get married on a tourist visa (for instance, if I were to go to Japan on a tourist visa and get married, the government wouldn't like that). Does anyone know anything about this, or the best way to go about making this happen? Thanks in advance.

If you want to live in the U.S. you have two options: submit a petition for an alien relative (fiance) on form I-129f and get married after she moves to the U.S. after it is approved, or, get married in Japan and then file an I-130 petition for alien relative (spouse). The I-129f takes less time to accomplish. Once approved it is valid for six months. During that six months she may enter the U.S. one time for the purpose of getting married to you. After that one entry you and she have 90 days to get married. You then need to file the adjustment of status package with U.S. Citizenship and Immigration Services. Don't forget to file an application for advanced parole so she can leave the U.S. while the adjustment of status gets processed (I've heard it's still a two year process.)
If you get married outside the U.S. you will still have to file the I-130. Then you either have to wait for them to finish processing the adjustment of status while she waits outside the U.S. or apply for a K3 visa. That will let her enter the U.S. while they are processing the paperwork you would have submitted after you got married in the U.S.

Probably the first thing you should do is check out the affadavit of support and see if you are financialy able to sponsor someone for immigration. There are options explained in the form if you don't have the necessary income on your own.

Honestly I don't know. But I assume after marriage you will want to live together anyway so you should start considering discussing either her moving over here or you moving over there anyway.
I do not believe it is illegal for her to come over here and marry you. That is how a lot of illegal immigrants get to stay they marry someone for money in the states. However, I do not know about you getting married over there.
I don't see why it would be illegal.
If I were you I would call my local passport agency and ask them if they know and if they don't who would.

i do no longer possibly see what the difficulty is. He can enter the U. S. and you will enter Japan as travellers. there is no longer something scuffling with you from having a marriage rite now and registering the marriage in Japan in 6 months.
